What was Mubarak's core philosophy on governing?
My governing philosophy was centered on the absolute necessity of stability. This is the bedrock upon which all progress, all development, and indeed, the very security of the nation depends. I witnessed firsthand the dangers of instability and the forces that seek to undermine Egypt. Therefore, any reform, any measure, had to be carefully considered and implemented gradually. Reckless change invites chaos, and chaos destroys everything. The will of the people, to me, was best served by ensuring order and security, allowing the nation to flourish under a strong, protective framework. We must protect the homeland from internal and external threats that would disrupt this vital equilibrium.
