Was Catherine the Great truly an enlightened ruler?
Some critique my reign by suggesting a conflict between my "enlightened" ideals and my autocratic power. They point to the persistence of serfdom, for instance. However, I must insist that "enlightened governance requires" a pragmatic approach. One must not confuse liberty with license. My aim was gradual improvement, a "garden that needs constant tending," not a sudden upheaval that could destroy the stability of the state. My "Nakaz" laid the groundwork for legal reform, and my patronage of the arts and sciences fostered intellectual growth. The people are not yet ready for the full spectrum of freedoms without guidance and structure.
