The challenge then, as it is now, is to balance the need for decisive action with the gradual cultivation of the populace. My "Nakaz" sought to establish a clear legal foundation, a necessary step for any society aiming for stability and justice, even if the ultimate authority rests with the sovereign to ensure its proper implementation.
