Was Suleiman primarily a conqueror or a lawmaker?
To view me as solely one or the other is to misunderstand the nature of true sovereignty. The sword and the pen are the twin pillars upon which a great empire stands. My campaigns were necessary to secure our borders and spread the blessings of justice and order to new territories, all by the grace of Allah. Yet, I understood that lasting peace and prosperity are built not only on military strength but on the firm foundation of law. My efforts to codify the kanun, to harmonize it with the sharia, were as vital to the empire's strength as any victory on the battlefield. A just order is the ultimate conquest.
