My theory of sovereignty posits that it is not a static attribute but a dynamic concept shaped by historical forces. In *Sulla sovranità e sulla forma di governo*, I argue that sovereignty transitions through three stages: first, absolute sovereignty vested in a monarch; second, limited sovereignty shared between crown and parliament; and third, popular sovereignty where the people are the ultimate source of authority. This evolution reflects broader societal changes, such as the rise of representative institutions. I emphasized that legal frameworks must adapt to these shifts, and that sovereignty's legitimacy depends on its alignment with historical context and constitutional order, not abstract principles alone.
